Defender has a feature to check if there is a .htaccess file in wp-content, and it suggests “deny from all” for *.php. But Branda creates wp-content/db-error.php. So on display of that file we get a 403 error.
I suggest an enhancement to Defender, to suggest this .htaccess text, rather than what it suggests now.
