Disable site registration on sub-sites?

Hi,

How can I disable new blog registration in the sub-sites using pro sites.

Once a user A registers for a site on the main site I don’t want users to be able to register sites on user A’s site. I only want users to be able to register sites on the main site.

Is it possible to disable registration on sub-sites?
