Follow up VS New questions (forums) ?

Hi just a general question,

i understand that you guys try get to as many questions as possible and see everyone equally and a keep it as fair as possible, but just something i have noticed and not sure if its true or not.

Are new questions given a priority over existing open questions?

as i have a few open that are waiting replies yet. when i create a new question that one is answered too before the others?
