    The plugins actually get installed, but the message shown differently. This is because, I can see there is an unnecessary text printed in the source:

    [attachments are only viewable by logged-in members]

    This is coming from any plugin or any theme. There is high chance of coming from your theme's functions.php or mu-plugins. Better to run a plugin conflict test. Please deactivate all plugins and check if the problem gone. If so, then enable all plugins one by one and find which one is showing this text in source. You need to do the same with themes as well.
