As you can see above, WPMU DEV doubles Cloudways when it comes to parallel users - meaning in the real world, more users would be able to make requests at the same time before the server became overwhelmed.
On the other hand, Cloudways comes out on top in both areas of TTFB speed, although there isn't a whole lot to separate the two. As mentioned, Cloudways also is not a managed WP platform, so site limits do not apply.
