Google insights font-display

I have a question on google insight and is there a plugin or is it a coding issue will show you what they state:

Leverage the font-display CSS feature to ensure text is user-visible while webfonts are loading.

Ensure text remains visible during webfont load:

The code font-display: swap; should solve this issue. Would you please move the code block from css to header.php inside head tag?
