Help needed connecting with Amazon RDS database.

Is there a limitation or a blocking in creating an Amazon RDS database and then connect it to the PHP script I need. I’ve tried it and I have this error:

    I hope you’re well today!

    I assume that the db instance already exists, since you were able to share access credentials. However, while I’m no expert if it comes to RDS (I’m not much familiar with AWS services usage) I think this is caused either by some error in credentials or because there’s some limit in sense of e.g. access limit – maybe it requires IP to be unlocked or some sort of additional authentication.

    I tried connecting with various tool, including following guide from AWS docs, using popular MySQL Workbench and they all time out which usually means that they are not even able to connect successfully to the host – they do find host but the host doesn’t respond in time.

    According to AWS docs, there are two most common reasons for connection issues:

    The DB instance was created using a security group that does not authorize connections from the device or Amazon EC2 instance where the MySQL application or utility is running. If the DB instance was created in a VPC, it must have a VPC security group that authorizes the connections. If the DB instance was created outside of a VPC, it must have a DB security group that authorizes the connections.

    The DB instance was created using the default port of 3306, and your company has firewall rules blocking connections to that port from devices in your company network. To fix this failure, recreate the instance with a different port.

    I do have a feeling that it might be related to that first one so you might need to check your DB instance configuration, especially security related. Take a look here also:
