No permission to access Branda settings

Can’t access the Brand settings. When loading the page getting “Sorry, you are not allowed to access this page.”. After removing the “ub_custom_admin_menu” entry from the wp_options table the entry re-appears back. I also tried adding custom code to remove permission to mu-plugins and the issue is still there. Please advise
